Thank you for your request received on 8 September 2021 asking for information about Legible London signage.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

1          How much do each of these pieces of Legible London infrastructure cost for councils or other organisations who wish to buy them? If there is a price list, please send it. 
3          Could you please send me all correspondence relating to the installation of Legible London infrastructure for Ikea in Greenwich - these were installed in 2020.

To provide the information you have requested in questions 1 and 3, would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would cost over £450 to provide a response to your current request. This is because it is estimated that it would take in excess of 18 working hours to retrieve and compile the information you have requested.

We have completed an initial search for all emails held by TfL that could potentially be relevant to this request and this has identified over 2500 emails. This will likely include a number of duplicates, as well as emails not caught by the request. However, we would still need to manually review all of the emails identified by the search in order to extract and collate the relevant emails. The search period was defined as January 2018 to the end of December 2020 as this is the period when the majority of the discussion took place.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example, you may wish to limit the timeframe covered by your request or remove the request for correspondence from your request. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

Please note that we will not be taking further action until we receive your revised request.

2          Does TfL review the content of Legible London infrastructure before it is installed by boroughs or other organisations?

When a borough or other organisation is installing Legible London, they should be in discussions with TfL. It is the responsibility of the installing party to ensure that their content for Legible London is accurate and the boroughs/organisations sign a delivery agreement that states that they will check this and update maps when they become out-of-date. TfL are happy to review content and this service is offered out to all boroughs/organisations. It is important to us that the Legible London reputation does not fall into disrepute and that maps are accurate.

4          Could you please send guidance issued to boroughs or other bodies wishing to install Legible London infrastructure.

We provide further guidance to boroughs/organisations who are signing a delivery agreement as it is part of the intellectual property of Legible London.
