£8,500 from TfL Central Fund to Charity Centrepoint

It has come to my attention that a donation of £8,500 was recently donated to Charity Centrepoint. It came from TfL Central Fund.
Why was this payment granted? and how was the amount agreed? Where does the money come from as TfL is publicly funded?.
Surely this money could be better spent on Accessibility issues, Service Reliability, more staffed stations, upgrades / placing more ticket machines and Oyster readers?.

Thank you again for your request received by Transport for London (TfL) on 16 August 2017 asking for information about TfL Central Fund.
I have tried to locate the information you requested via various departments within and outside of TfL and so far we have not been able to establish when or from whom this donation was made.
Are you able to give anymore specific details i.e. when the payment was made etc?
