The first part of this email provides some context for this FoI request, which you may, or may not, find useful.
(1) CONTEXT
A non-governmental group is currently proposing a project using operational railway land on the east-west North London Line railway corridor in the London Borough of Camden, London NW1.
The 'Camden Highline' group says:
"The Camden Highline will occupy 1.1km of disused railway viaduct running from Camden Town to King’s Cross and the vacant platforms at Camden Road station, with a number of access points along its route to connect it to road level."
"... The Camden Highline is modelled on the hugely successful New York High Line and comprises a new public park and garden walk."
"... The project has passed Network Rail’s business and technical clearance processes and completed a rail industry consultation on stakeholders' views. Discussions are underway with Network Rail to secure a 25-year lease of the infrastructure."
"... Stakeholders whose permissions will be required include ... Transport for London."
(2) FoI ACT 2000 REQUEST
Please provide all data held by you, from 1 January 2019 to date, reasonably related to the 'Camden Highline'.
This is not 'privileged' data.
It is not within a legitimate 'safe space' used for discussions with other public bodies.
It is also not pre-application discussions within the meaning of the Town and Country Planning Act 1990 as amended, which a planning authority might have with non-public bodies, whether 'permitted development' or requiring a planning application.
This request should include, but is not limited to, all internal and external meetings and/or correspondence on the subject.

Thank you for your request received by us on 28 September 2020 asking for information about the proposed ‘Camden Highline’ project.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You requested the following information:
Please provide all data held by you, from 1 January 2019 to date, reasonably related to the 'Camden Highline'.
This request should include, but is not limited to, all internal and external meetings and/or correspondence on the subject.
Please find attached the requested correspondence. This includes emails internally within Transport for London and also with the London Borough of Camden, Network Rail and Camden Town Unlimited - ‘the elected representative of businesses within Camden’.??
In accordance with TfL’s obligations under Data Protection Legislation, we are not obliged to disclose some personal information in the attached correspondence, as required by section 40(2) of the Freedom of Information Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. This is an absolute exemption and therefore not subject to a public interest test.
If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.
