Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold some of the information you require. You asked:
How many cars in the greater London area will be affected by the expansion of ULEZ?
We only have an estimate of non-compliant vehicles in the expanded zone. This information is provided in the Supporting Information Document, published as part of the consultation on ULEZ expansion in November 2017 here.
On an average day, approximately 35,000 vans and 100,000 cars that do not meet the ULEZ standards would enter the expanded ULEZ zone.
We have no information on which of the non-compliant vehicles have originated in Outer London, or indeed from elsewhere, since we do not track vehicle movements in that way.
How many of those are commercial vehicles? How many are domestic?
We do not hold information on which vehicles are used for commercial or domestic purposes.
Do you have any information on how many will be owners over 60?
We do not hold information on how many vehicle owners are over 60 years old.
