You asked

I am exercising my right to request answers to the following questions in respect of the proposed ULEZ extension in August 2023. The Mayor’s office has requested that I direct these questions to TfL. Please provide the fullest possible responses, and within the legally-mandated timeframe: ULEZ inner zone (existing) - What are the names and addresses of the companies which a) installed the cameras and b) signage for the original ULEZ Zone, and c) manage the system and d) administer payments and fines? - What is the term of each of these contracts for the operation of the ULEZ inner area? - If these contractors are UK subsidiaries of foreign companies, who is the beneficial owner of each ?(names and addresses) - What was the tendering process for the award of this work? - Which other companies were invited to tender? (names and addresses) - Which companies actually tendered? - What was the reason for rejecting each of these companies, in favour of the ultimate winner? - What part did Sadiq Khan personally play in the selection of the winning provider(s)? Was his influence greater than that of other participants? - What previous dealings and/or relationships has Sadiq Khan had with the appointed company(ies), either as Mayor of London or in other capacities? - Who are the other key GLA employees who have been involved in the appointment of the ULEZ contractors? - For each of these officers and The Mayor himself, please indicate: o Were they employees or consultants of the appointed contractors at any time before working for the GLA? o Have they left the GLA and become employed by the contractors, since the award of the contracts? o Are they or have they been shareholders in, consultants to, or in any other way financially linked with the contractors? - Are the equipment and contractors involved in the existing ULEZ area capable of operating a pay-per-mile system? If not, what additional work, contractors etc are needed to switch to a pay-per-mile system? Proposed ULEZ extension area (outer London Boroughs) - Are the same companies which a) installed the cameras and b) signage, and c) manage the system and d) administer payments and fines for the original ULEZ Zone, being used for the expanded area? - If any new companies are contracted for the expanded area, and are UK subsidiaries of foreign companies, who is the beneficial owner of that company? Thank you for your request received on 18 July 2023 asking for information about the proposed Ultra Low Emission Zone (ULEZ) expansion.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require. You asked for:
 
ULEZ inner zone (existing):
 
1.         What are the names and addresses of the companies which:
a.         installed the cameras
The cameras were installed by Siemens, please note that Siemens now operates as Yunex since 2021.
 
b.         signage for the original ULEZ Zone
The original ULEZ Signage package was carried out by all three Highways Maintenance and Project Framework (HMPF) Suppliers (Ringway, Tarmac Kier JV and FM Conway).
 
c.         Manage the system
The system is managed by Yunex.
 
d.         Administer payments and fines
Payments and penalties are administered by Capita.
 
The addresses of these companies can be found using an internet search engine.
 
2.         What is the term of each of these contracts for the operation of the ULEZ inner area?
Five years with an option of a five year contract extension.
 
3.         If these contractors are UK subsidiaries of foreign companies, who is the beneficial owner of each?
Siemens AG
Yunex GmbH
 
4.         What was the tendering process for the award of this work?
5.         Which other companies were invited to tender? (names and addresses)
6.         Which companies actually tendered?
 
The works for Automatic Number Plate Recognition (ANPR) cameras and signs are called off from existing contracts held by TfL. ANPR cameras works are provided under the Detection and Enforcement Infrastructure (D&EI) contract, this contract was awarded in 2014. The signage works are provided via the HMPF, this contract was awarded in 2020. Four bids in total were submitted for the D&EI contract:
 
•           Capita
•           Cubic
•           Kapsch
•           Siemens
 
The framework was awarded to Siemens (now Yunex).
 
For the HMPF contract, four companies submitted bids:
 
•           Volker Highways
•           FM Conway
•           Tarmac Keir JV
•           Ringway
 
The framework was awarded to FM Conway (South), Tarmac Keir JV (North), and Ringway (Central).
 
7.         What was the reason for rejecting each of these companies, in favour of the ultimate winner?
The tender was awarded to the bidder that achieved the highest score during the procurement.
 
8.         What part did Sadiq Khan personally play in the selection of the winning provider(s)? Was his influence greater than that of other participants?
9.         What previous dealings and/or relationships has Sadiq Khan had with the appointed company(ies), either as Mayor of London or in other capacities?
10.       Who are the other key GLA employees who have been involved in the appointment of the ULEZ contractors?

As stated above, no GLA employees or the Mayor were involved in the appointment of ULEZ contractors. We do not hold the above information regarding the Mayor, please contact the Mayor’s Office directly for this information.
 
14.       Are the equipment and contractors involved in the existing ULEZ area capable of operating a pay-per-mile system? If not, what additional work, contractors etc are needed to switch to a pay-per-mile system?
We do not hold this information as we have not been working on a pay-per-mile design.

Yes, they are the same contractor as used in the 2021 ULEZ, with the exception of FM Conway who are not working on the London-wide expansion.
 
16.       If any new companies are contracted for the expanded area, and are UK subsidiaries of foreign companies, who is the beneficial owner of that company? (names and addresses)
17.       What is the term of each contract for the operation of the ULEZ expanded area? No new companies have been contracted
18.       Was there a new tender process for the additional work involved in the expansion of the ULEZ zone?
19.       Which other companies were invited to tender for the expansion? (names and addresses)
20.       Which companies actually tendered?
21.       What was the reason for rejecting each of these companies, in favour of the ultimate winner?

27.       Are they or have they been shareholders in, consultants to, or in any other way financially linked with the contractors?
 
As stated above, no GLA employees or the Mayor were involved in the appointment of ULEZ contractors. We do not hold the above information regarding the Mayor, please contact the Mayor’s Office directly for this information.
 
28.       Are the equipment and contractors involved in the existing ULEZ area capable of operating a pay-per-mile system? If not, what additional work, contractors etc are needed to switch to a pay-per-mile system?
As above, we do not hold this information as we have not been working on a pay-per-mile design.
