1] Please state the effective date of the most recent pay review (or reviews, where separate reviews apply to differing employee groups) at TfL (eg 1 April 2022) and the period covered (eg 12 months). 2] Please state the employee group/s covered by the most recent pay review/s at TfL, together with the total number of employees covered. 3] Please state whether the latest pay review/s at TfL resulted in a basic or performance-related pay rise or a pay freeze or some other outcome? 4] Please provide a copy of the most recent pay agreement at TfL (if applicable) or a copy of a generic pay circular sent to employees (that is one that does not identify any individual employee) outlining the outcome of the most recent pay review/s. 5] Please state the % consolidated basic pay rise received by the lowest-paid adult (aged 18 and over) employee, excluding apprentices, as a result of the most recent pay review/s at TfL. 6] Please list (or enclose a copy of) the grades and pay rates payable with effect from the date of the most recent pay review/s at TfL together with the previous year’s grades and rates. 7] If any employees are eligible for performance-related pay or bonuses instead of, or over and above, a basic general pay rise, please state which employee groups are covered, the range of increases, whether or not the payments were consolidated into basic pay and the overall % increase on the paybill allocated to fund these awards. 8] Please state the overall paybill increase as a result of the most recent pay review/s at TfL expressed as a percentage of the paybill. 9] Have any other changes been made to terms and conditions (for example holiday entitlement or sick pay provision) as part of the most recent pay review/s at TfL? Thank you for your request received on 12 August 2022 asking for information about the latest TfL pay review.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

1)         Please state the effective date of the most recent pay review (or reviews, where separate reviews apply to differing employee groups) at TfL (e.g. 1 April 2022) and the period covered (e.g. 12 months).

Base pay freeze.

4)         Please provide a copy of the most recent pay agreement at TfL (if applicable) or a copy of a generic pay circular sent to employees (that is one that does not identify any individual employee) outlining the outcome of the most recent pay review/s.

Annual pay increase

The Government requires TfL to freeze pay in line with the public sector pay pause this year, which means there will be no annual pay increase this year (2021) for most TfL colleagues, with two main exceptions:

•           pay deals already in place through collective bargaining arrangements will be honoured
•           colleagues earning below a full-time equivalent base salary of £24,000 are exempt from the pay freeze and will receive a consolidated payment of £250 into their base salary for the year. This is the maximum permitted by the Government’s Civil Service Pay Remit guidance

Most role related payments such as overtime, allowances and higher duty pay, will continue to be paid as normal and at current rates. Colleagues that are promoted or move into a different role continue to be eligible for pay adjustments, as appropriate.

5)         Please state the % consolidated basic pay rise received by the lowest-paid adult (aged 18 and over) employee, excluding apprentices, as a result of the most recent pay review/s at TfL.

Pay for Performance (PfP) is TfL’s pay framework which cover employees in pay bands 1, 2 and 3. For pay band 1 employees, PfP provides a single, consistent pay award as long as a minimum standard of performance is achieved. For pay band 2 and 3 employees, PfP provides a way to distribute base pay increases using a matrix linked to individual performance and where pay is set against the market. It also provides a non-consolidated performance award to recognise individual performance. . In 2021 there was no base pay budget for pay for performance or performance awards paid.

The Senior Manager Reward Framework (SMRF) is TfL’s performance based pay framework for Senior Managers. Any base pay increases are discretionary and are not performance linked. The framework also rewards individual contribution on an annual basis using a non-consolidated performance award element based on business and individual performance. In 2021 there was no base pay budget for SMRF or performance awards paid.

No adjustments have been made to the TfL terms and conditions and or entitlements as a result of the most recent TfL Pay Review.
