Thank you for your request received by Transport for London on 26th June 2023 asking for information about European Parking Collections (EPC).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Your requests for recorded information are answered in turn below:
Question 1: How much money TFL receives annually from EPC for the (I imagine) very profitable business of collecting TFL penalties overseas?
Answer: All penalty revenue collected by EPC is passed to TfL. The table below shows the value of payments received since the ULEZ was first introduced in April 2019, broken down by calendar year (2023 figures are to 19/07/2023). The table reflects the date the payment was received by TfL. Note that the higher figures from 2022 reflect the fact that EPC obtained access to more Registered Keeper data from that time, hence the increase in PCNs issued:

Question 2: By whom EPC was appointed, specifically the people and their roles and positions?
Answer: EPC was awarded the contract via TfL’s usual contract tendering process. Details of that process are published on our website via the following link:
TfL’s procurement team sits in the Finance division which, at the time of the contract award, was headed by Simon Kilonback, Chief Financial Officer.
Question 3: Question 3: I also want to know if any Government Ministers or MPs hold positions or substantial shares in EPC?
