Thank you for your request received by TfL on 19th July 2019 asking for information about speed cameras on Hornchurch Road, Essex, RM11 1JS.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

I can confirm that we hold some of the information you require. Your questions are answered in turn below:

Question 1: Installation date:

Answer: The cameras were installed in November 2007.

Question 2: Dates that have been in action:

Answer: This information is exempt from disclosure under section 31 of the Freedom of Information Act, the exemption relating to ‘Law Enforcement’. Under this section of the Act, information is exempt if its release would, or would be likely to, prejudice ‘the prevention or detection of crime’ (section 31(1)(a)). In this instance the exemption has been applied as its provision would confirm the times when the cameras have and have not been in operation. The purpose of the cameras is to deter drivers from contravening restrictions at all times. Disclosing information which reveals the activation status of such cameras could lead to a decrease in compliance with traffic restrictions at those locations, which would adversely affect the flow of traffic on the network as well as the safety of other road users and impact on TfL’s Network Management Duty.

The use of this exemption is “qualified”, meaning that it is subject to an assessment of whether the greater public interest lies in applying the exemption and withholding the information or in releasing it in any case. In considering the public interest we recognise the expectation of openness and transparency placed on public authorities by the FOI Act, and the fact that the information has been requested is a clear argument in favour of release. However, in this instance there is also a clear public interest in ensuring that drivers in London use the roads in compliance with the relevant restrictions, to ensure the safe and effective operation of the road network. In this instance we believe the public interest arguments in favour of withholding the information outweigh those in favour of release, and hence the exemption is applied.

Question 7: Amount of average fine.

Answer: See answer to question 6.

Question 8: Amount of accident before the camera installed.

Answer: Collisions near all safety cameras are monitored before and after the cameras are implemented. The standard monitoring period is 36 months either side of implementation. In the 36 months prior to implementation (01 October 2004 to 30 September 2007), there were 36 Personal Injury Collisions.

Question 9: Amount of accidents since the cameras installed.

Answer: In the 36 months after implementation (1 December 2007 to 30 November 2010), there were 14 Personal Injury Collisions recorded at this site. In the latest 36 months we have data for (up to 31 December 2018), there have been 18 Personal Injury collisions recorded.

Question 10: Amount of recorded accidents whilst cameras in action:
