Minutes of the Garden Bridge Trust board meeting held on January 14 2016. TfL are observers at these meetings and received these minutes as confirmed by the Trust’s deputy chairman Paul Morrell on page 3 of his letter attached (doc Q1) • Minutes of all other Garden Bridge Trust board meetings which have taken place. TfL has right of attendance at all these meetings as the NAO report (also attached) confirms and Morrell’s letter strongly suggests that minutes are provided as a matter of course to TfL.

Thank you for your request received by Transport for London (TfL) on 11 August 2017 asking for information about meeting minutes.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.

We did exercise our observer rights but do not have a centralised record of any copies of minutes that may have been provided to us. Therefore, in order to provide an answer to this, we have conducted a remote search of Richard De Cani’s TfL mailbox for all emails from the Garden Bridge Trust since 2012 that contain the keyword “minutes”. We have then manually reviewed the results to determine whether any of the emails contain minutes from the Garden Bridge Trust Board meetings.

The relevant documents that we have located from this search are attached. We have also included some agendas that were located by this search which, whilst not specifically meeting minutes, have been included in the interests of transparency. At this stage we are unable to confirm whether we hold any further meeting minutes as this would require an exhaustive search of archived emails and document folders with no clear determination for when we can be satisfied the searches can be concluded.

We therefore consider that the search detailed above provides a sufficient and reasonable effort to locate and provide the information you have requested, in the absence of any centralised database.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
