Thank you for your requests received by us on 5 and 19 July 2019 asking for information about employees in Transport for London’s Finance directorate.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked for the following respectively:

1) The total number of employees in the finance division;

2) A list of all the staff positions (filled or vacant) and the number of employees at each position in the finance division;

3) The job descriptions of each of the above positions;

      4) The pay grade of each position (if applicable), the actual salary of each employee, and any policy or regulation on how the pay is determined.

      If it is impossible to provide all the above information at once, could you please go down the list and do as much as you can?

To provide all of the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. For example, to provide copies of all of the Job Descriptions you have requested, would require the manual retrieval and compilation of each one, of which there are over 250 in the Chief Financial Officer business area alone for pay band three and above. Neither are these Job Descriptions centrally located and therefore each one would need to be individually extracted and saved, which could take over 32 hours to complete in a format suitable for the purposes of your request. Additionally, given the inevitable passing of time, some Job Descriptions may not neccessarily reflect the current role of an employee, since roles can evolve to accommodate the changing nature of the duties and skills required to complete tasks on a day to day basis. We would then also need to review and consider training/performance evaluation rules and documentation which would increase the processing time further.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the rest of the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to only questions One, Two and Four as we expect we would be able to provide this information within the cost limit outlined above..

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
