I understand that TFL are now using EPC- Collection PLC to recover PCN's that were issued by TFL to cars with Foreign number plates.
With to regards to actual enforcement in such cases EPC's Website states the following- "On receipt of the relevant judgment from the local court where the contravention occurred, the relevant authority may seek to enforce that judgment in the contravener's domiciled country".
1. Are TFL applying Orders for Recovery (or any other Court orders or Judgments to do with TFL issued PCN's) from the Traffic Enforcement Center(TEC)- or any other similar Court, through the services of EPC or any other such company, or indeed through any other means in the contravener's domiciled country?
2. If the answer to the above question is yes, how many Orders and /or Judgments from the TEC or any other similar Court resulting from TFL PCN's have been enforced to date in Foreign Jurisdictions?
3. If yes (to question 1.) are TFL uniformly applying this practice to all EU member States including Hungary?
4. If the answer to question 3 is no, please state in which countries this process is being applied in, and since when?
5. How many Orders and /or Judgments resulting from TFL PCN's from the TEC or any similar called have been enforced to date using EPC PLC or any other method in Hungary.
6. Concerning the above questions, what is the total value in £- Sterling of all monies recovered this year by TFL, ie from January 1st 2018 until the present, that concerned TFL PCN's issued on foreign cars, where enforcement has been carried out through the SEIZURE OF GOODS in a foreign country under the above arrangement with EPC PLC,ie using a TEC warrant of execution or its foreign equivalent in the contravener's domiciled country?
7. What date did TFL begin working with EPC, ie when did the Contract/arrangement effectively begin.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your questions and our response are as follows:

The statement quoted is not specifically related to TfL; EPC works on behalf of numerous issuing authorities, in many countries.
1. Are TFL applying Orders for Recovery (or any other Court orders or Judgments to do with TFL issued PCN's) from the Traffic Enforcement Center(TEC)- or any other similar Court, through the services of EPC or any other such company, or indeed through any other means in the contravener's domiciled country?
Yes.
2. If the answer to the above question is yes, how many Orders and /or Judgments from the TEC or any other similar Court resulting from TFL PCN's have been enforced to date in Foreign Jurisdictions?
None.

Yes.
