You asked

Dear TFL, please send me your estimates for average emissions by black cabs in the TFL area. I am seeking (i) particulates (ii) NOx (iii) per passenger mile or km (iv) if these are not available, any statistic or measurement that you have done which contains estimates for black cab emissions.

Thank you for your request received by us on 18 July 2019 asking for information about average emissions by black cabs in the London area.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You asked for:
 
estimates for average emissions by black cabs in the TFL area.
 
I am seeking (i) particulates (ii) NOx (iii) per passenger mile or km (iv) if these are not available, any statistic or measurement that you have done which contains estimates for black cab emissions.
 
Emissions from black cabs in London are reported in the London Atmospheric Emissions Inventory (LAEI). The latest version of the LAEI was published in March 2019 and is available here: https://data.london.gov.uk/dataset/london-atmospheric-emissions-inventory--laei--2016
 
Detailed NOx, PM10 and PM2.5 road transport emissions by vehicle type for the base year 2016 are accessible by clicking on the link called ‘Emissions – Data – Excel Files’ under the ‘Grid Emissions Summary’ section.
 
The following is a summary of taxi emissions reported in this file for each of these pollutants and each London area (Central/Inner/Outer London):

In addition, taxi VKM (vehicle, kilometres) during 2016 for each London zone are also provided in a separate file on the LAEI website under ‘Supporting Information – Road Traffic Data – Excel’. These datasets can be combined with the above total emissions if required to obtain emissions in mass of pollutant per vehicle per kilometre.
