As for the technical drawings, I would like to request the technical drawings of the unrefurbished 1973 stock, current technical drawings of the following stations:

Heathrow Terminal 4
Heathrow Terminal 5

Thank you for your request received by Transport for London (TfL) on 21 July 2018 asking for technical drawings of the unrefurbished 1973 stock, current technical drawings of the following stations: Hatton Cross, Heathrow Terminals 1,2,3, Heathrow Terminal 4, Heathrow Terminal 5, and technical drawings of the following stations before they were refurbished, around 1990-2005: Hatton Cross, Heathrow Terminals 1,2,3. (technical drawings of stations refer to the diagrams for the layouts of the station that contain the length of the platforms, the angles at which the platform is curved, height of platform).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
Please find attached drawings of our rolling stock.
Please find attached axonometric diagrams of our Piccadilly Line tube stations.
We do not hold drawings containing exactly the information you have requested for this or Heathrow T123 or Hatton Cross but can advise as follows:
- In all three cases the public length of platform is straight.
- In all three cases the “platform” is slightly longer than the train length and thus have “platform end gates” fitted to mark the limits of public areas which are the length of the train allowing for a small variation in train stopping position.
- The platform height at Terminal 5 was built to standards to give level access to trains. At the other two stations the platform height was at the then current standards requiring a step up on to the train of about 100 to 150 mm. However they have both been equipped with localised step free sections. Details as per the step free guide on the TfL web site: http://content.tfl.gov.uk/step-free-tube-guide.pdf
- None of the key data requested to be shown on drawings was altered as part of the station or train refurbishments other than that prior to these the localised step free sections would not have existed. Both station and train refurbishments were related to décor and operating systems and had no effect on train or station structural layout.
Some of the information contained in the attached plans has been withheld as it is subject to a statutory exemption to the right of access to information, under Section 38(1)(b) of the Act.
In this instance the exemption has been applied as disclosure of the information requested would be likely to adversely affect the safety and security of TfL employees and members of the general public.
Disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this detailed level of technical information to cause disruption or harm to the London Underground network. Additionally disclosure of information which could compromise security and safety preparedness on London Underground’s network would place members of the public and TfL staff at risk by highlighting areas on the network which could be susceptible to being targeted.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, safe operation of the London Underground network, the welfare of staff and members of the general public, outweighs the public interest in disclosure.
Terminal 5 station is owned and operated by Heathrow Airport Limited to whom any further requests should be addressed.
Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely
