Thank you for your request received on 8 July 2024 asking for information about parking and speeding fines incurred by Kazakhstani diplomats.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:
1. Parking Violations: Please provide the dates of the infractions, the vehicle registration numbers, and the unpaid amount for each instance
From January 2016 to date please find below details of open and outstanding penalty charge notices (PCNs) issued to 28 vehicle registrations associated to the Embassy of the Republic of Kazakhstan. These registrations are allocated to the Embassy by the Driver and Vehicle Licensing Agency (DVLA) and are registered within the UK. These PCNs were issued for contraventions of the red route in London. This includes parking bay, red line, and moving traffic contraventions. We do not hold information dated further back due to system updates.

In accordance with our obligations under Data Protection legislation we are withholding the requested vehicle registration marks, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
2. Speeding Violations: Please provide the dates of the infractions, the vehicle registration numbers, and the unpaid amount for each instance
As advised in my acknowledgement, speeding tickets are issued by the respective police force so any information regarding speeding offences committed in London would be held by the Metropolitan Police Service or City of London Police.
