You asked
On the xx September 2020 at around xxxx near xxxx, I observed one of your vehicles xxxxxx travelling on the xx towards London. There was a 50 mph speed restriction in place on the xx due to roadworks and your vehicle traveled well in excess of that speed. Under the FOI Act, I would like the following information to be released:
- What was the reason for your vehicle being as far away from London as xxxxxx?
- Was it a business trip or leisure travel? If leisure travel, what was the insurance arrangement as I believe your vehicles are insured for business use only?
- Was it a day trip or longer? If longer, when did it start and when did it end and how much did accommodation cost in total?
- What were the locations visited by the vehicle (e.g. full postcode or town name) and what was the business reason for each visit/stopover? Please do not provide the information for technical stops such as refuelling or stopping to buy food, drinks, etc. but only for stops serving the purpose of the journey.
- I would like you to analyse the vehicle telematics data for the xx September only and confirm if the vehicle was recorded speeding or committing any other traffic offences.
- What is the job title of the person who was driving?
- Is the driver facing disciplinary action for speeding which is a breach of the company vehicle policy? The telematics data will indeed provide key evidence for a fact finding investigation.

Thank you for your request received by Transport for London (TfL) on 16th September 2020 asking for information about a TfL vehicle near xxxxxx on xx September 2020.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold the information you require. Your questions are answered in turn below. However, note that under section 40(2) of the Freedom of Information Act information is exempt if somebody could be identified from it (either in itself or combined with other information that may be available elsewhere) and where such identification would be unfair. Note further that information released under FOI is considered to be to the world at large, rather than the individual applicant. This guidance has been taken into account in answering the questions below, along with the fact that you have provided licence plate details and other infromation which could potentially be used to identify the staff member in question (for instance, identification by other TfL staff).

The information is exempt from disclosure under section 40(2) of the Freedom of Information Act. However, I can confirm that the vehicle was in use for legitimate business purposes.
- Was it a business trip or leisure travel? If leisure travel, what was the insurance arrangement as I believe your vehicles are insured for business use only?
The trip was for business.
- Was it a day trip or longer? If longer, when did it start and when did it end and how much did accommodation cost in total?
The information is exempt from disclosure under section 40(2) of the Freedom of Information Act.

No offences that triggered a breach within our guidelines. However, the telematics system would not trigger a notification on a temporary speed restriction due to after-hours road works.
