Thank you for your clarified request received by Transport for London (TfL) on 2 September 2021 asking for information about usage data for our Cycleway 3 for 2018, 2019 and 2020.
 Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked: Could you please give me the figures for usage by cyclists of CS3 for the following completed years:

- 2018
- 2019
- 2020

Since 2014, TfL has conducted annual cycle counts on routes where cycling investment has taken place or is expected to do so. These counts last for a limited number of years, sufficient for a robust evaluation of the benefits and impacts of these schemes.
In addition to these, TfL has also since 2014 conducted quarterly cycle counts in central London (Congestion Charge Zone) and since 2015 annual counts in “inner” and “outer” London (these areas being defined functionally based on the road network using roughly the north and south circular roads and the GLA boundary as borders). These are not time-limited by design.

All of these strategic cycle counts are available to the public on this website (https://cycling.data.tfl.gov.uk/) under “CycleCountsProgramme”. Separate spreadsheets are provided for each of the investment programmes and each of the three functional areas, with a further spreadsheet called “X – Counts site list” with metadata for each of the count locations, including coordinates, borough and area of London. The information on this website is correct and up to date with the most recent available data. As new data becomes available, this page will continue to be updated for the foreseeable future.

In 2020, due to the various lockdowns, the majority of the counts (certainly those linked to the investment programmes) had to be cancelled. This affected in particular the counts for Cycle Superhighway 3 requested, where the years 2018 and 2019 are available, but not so 2020.

The requested counts can be directly extracted from the above website. To assist with querying the data, the IDs for the relevant count locations are provided below, with a rough indication of timescales for each of the sections on the route.

Cycle Superhighway 3 was delivered in several sections:
  • Tower Hill to Barking (in the early 2010s, later upgraded). Count site IDs: all from CSHCY020 to CSHCY031
  • Birdcage Walk to Tower Hill (Embankment section, completed in 2016). Count site IDs: all from CSHCY111 to CSHCY117
  • Lancaster Gate to Birdcage Walk (through Hyde Park, completed in 2017). Count site IDs: CSHCY102, CSHCY103 and all from CSHCY106 to CSHCY110
  • North Carriage Drive (a spur of the main route within Hyde Park, completed in 2019). Count site ID: CSHCY105
