Thank you for your request received by us on 14 August 2021 asking for information about bus shelters that are not managed by Transport for London, which display advertisements for Tier electric scooters, following your previous request for information (reference: 0911-2122).
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. In our previous response, we confirmed that:

At the time of your request, I can advise that we were not running any adverts at our bus shelters promoting Tier electric scooters.
It should be noted that not all bus shelters in the Capital are owned by Transport for London. There are bus shelters which are owned and managed by local authorities rather than TfL, therefore any advertising displayed at these sites would be subject to a contractual agreement held by the relevant advertising partner and borough’.
Your current request asks for the following:

For you information, the bus shelter concerned was alongside the Church at The Oval and the poster was changed one day after my query to you.

We can confirm that the above bus shelter is not an asset which is managed by Transport for London. We liaised with outdoor advertising company JCDecaux at the time of your original request, which is how we determined that there were no Tier adverts running on TfL bus shelters at the time. However, we can advise that this was also around the time of the next poster change at this particular location - hence why the poster in question was changed during this period.

It is an understandable assumption to make that all bus shelters in the capital are within TfL’s jurisdiction but this is not the reality and we do not have the authority to enforce Transport for London’s advertising policy on external parties, because they operate independently of us.
