Dear FOI Officer,
I am writing to request information under the Freedom of Information Act. Please provide me with how you train your staff in Risk Frameworks and Methodologies.
Specifically, I would like to request the following:
1. Training and Awareness material:

o Training presentations or materials on the Risk Management Methodologies
o 1st Line of defence training
o 2nd Line of defence training
o Please include training to Boards and Committees and Senior Leadership Teams
If any of the requested information is not available or only partially available, please provide any relevant information that can be disclosed. If the cost of providing the information exceeds the statutory limit, please advise on how the request could be refined to remain within the cost limits.
Thank you for your assistance with this request.
Thank you for your requests received by Transport for London (TfL) on 4th July 2024, detailed at the bottom of this response.
Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold the information you require. However, I am afraid it is not possible to source all the information you have asked for within the costs limit for responding to FOI requests, as set out under section 12 of the Freedom of Information Act. Under section 12, TfL is not required to provide information if it would cost more than £450 to determine if the requested information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. Where multiple requests have been received asking for the same or similar information, these can be aggregated for the purposes of calculating costs. That provision applies in this instance, meaning that the estimated time that would be required to answer all four of your requests has been considered together.
In this instance the exemption applies because the information you have requested has not been collated before, and because there is no quick, efficient or automated way of doing so. You have submitted four requests containing around 20 distinct elements. There is no single individual at TfL that can source all of this information. Rather, to source it all would require several different colleagues having to interrogate several different sources, both to determine exactly what is held and to then locate and extract it. While it is difficult to provide an exact timeframe as to how long that would take, we estimate it would be well in excess of the 18 hour limit.
To bring your request within the costs limit you may wish to reframe it to narrow its scope, focussing on the information that is of most importance to you. To that end, and in the interests of transparency, we can provide you with the three documents attached which provide a general overview of risk management processes at TfL. You should consider the content of these documents before submitting any revised request, as they will hopefully meet some of your interest.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely,
David Wells FOI Case Officer FOI Case Management Team General Counsel Transport for London
