We answered

TfL Ref: FOI-1092-1920

Thank you for your email of 11th July 2019 asking for information about our CCTV maintenance and support contracts.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

I can confirm that we hold the information you require. However, we estimate that to provide it would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating and retrieving it, or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described – equivalent to 18 hours work.

TfL does not have a single CCTV maintenance and support contract in place. TfL covers a wide variety of different transport modes (including the London Underground, London Overground, TfL Rail, buses, trams, Docklands Light Railway, cycle hire and river boat services), with CCTV often in use in stations, stops, garages and terminals as well as on-board vehicles. TfL also occupies a number of offices across several sites in London, and has other buildings in use such as the London Transport museum. CCTV is in use across virtually all of these transport modes and buildings, and there is no single source of information to enable us to answer your questions easily. In order to answer all of your questions for each contract we would need to source and collate information from colleagues across TfL, which we estimate could only be achieved at disproportionate cost.

In order to bring your request within the costs threshold you may wish to consider narrowing or reframing its scope, to focus on the information that is of most importance to you.

However, that said, you should note that we publish a large amount of information and data on our website (https://tfl.gov.uk/). You may wish to review the information that can be found there before refining your request. In particular you should review our published contracts register, which will provide some of the requested information. The register includes details of all contracts worth over £5000:

https://tfl.gov.uk/corporate/publications-and-reports/contracts-greater-than-5000

You can also search and review all previous FOI requests here:

By searching using the keyword ‘CCTV’ you may find some of the requested information, such as through previous responses such as this:

Please see the attached information sheet for details of your right to appeal.
