Thank you for your request received by Transport for London (TfL) on 19 June 2023 asking for information about ULEZ Penalty Charge Notices.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

We do exercise discretion and consider mitigating circumstances when dealing with representations against Penalty Charge Notice. This can result in a penalty being cancelled despite it being correctly issued.

How many tickets have been given the benefit of the doubt or 'first offence' waivers

From 1 June 2022 to 31 May 2023, we issued 1,692,548 PCNs for contraventions of the ULEZ. Of those, we cancelled 128 under the reason of “first contravention”.

Please provide detail of the number of appeals that have been granted since the scheme was introduced and details of why the appeals were approved.
