Dear FOI FORMALLY under the FOI Act I would like the full Equality Impact Assessment that London Underground should have completed in light of the decision to withdraw cash buy faculty’s for tickets at LUL ticket machines . I would also like all the associated paperwork

We answered

Thank you for your request received by Transport for London (TfL) on 15 September 2020 asking for the Equality Impact Assessment on the decision to make some LUL ticket machines cashless and for the associated paperwork.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

Please find attached the following:

  1. REqIA for the initial change which has already taken place
  2. Updated EqIA for proposed further change

In May, TfL removed the option of buying a ticket by cash at 70% of its London Underground Tube stations, which has helped support a safe and clean environment during the pandemic.  We are now considering extending this change across the remaining stations on a temporary basis. An implementation date for this change has not been agreed and will be subject to further engagement with stakeholders.  The introduction dates stated within the document were included as a reference guide only and would be updated following any final decision being made. In the meantime, ticket machines at these remaining stations (62) will continue to accept cash.

The term Rapid Equality Impact Assessments (REqIAs) was initially used when we started implementing these assessments on Covid-19 related works however this has now been changed to Equality Impact Assessments (EqIAs) which is reflected in the documents attached.

EqIA’s are used by TfL to inform decisions on changes to any policies, procedures, practices or physical infrastructure that may have an impact on people. EqIAs help us demonstrate how we have met our Public Sector Equality Duty, section 149 of the Equality Act 2010. The objective is to identify impacts and look to reduce or eliminate potential barriers to travel that may be experienced by people with protected characteristics or who may experience socio-economic deprivation.

Robust EqIAs will increase public confidence in a scheme where they can see negative impacts have been fully considered and mitigated where possible. They should also clearly articulate positive impacts and can be a powerful part of engagement on a scheme.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
