Dear Transport for London, I request to see correspondence between Transport for London and Wandsworth Borough Council (highways officers and Councillors) in relation to the Council's implementation, monitoring and subsequent review/withdraw of its Low Traffic Neighborhood schemes (as announced on the 11th September 2020) in and around Tooting.

Thank you for your request received by Transport for London (TfL) on 14 September 2020 asking for correspondence between Transport for London and Wandsworth Borough Council (highways officers and Councillors) in relation to the Council's implementation, monitoring and subsequent review/withdraw of its Low Traffic Neighbourhood schemes (as announced on the 11th September 2020) in and around Tooting.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.

There is also some non-relevant information which has been removed from page 5 of the larger email file as it relates to internal Wandsworth Council business completely unrelated to LTNs.

In response to Covid-19, the Government made funding assistance available via TfL to London Boroughs for temporary social distancing measures on their roads to promote walking and cycling in line with guidance from Public Health England. Through TfL’s Streetspace programme, hundreds of vital schemes across London have been delivered that are giving people much needed extra space to walk and cycle. LB Wandsworth submitted proposals that were approved by TfL and the DfT, and subsequently these were implemented.

Schemes should be monitored after they've been installed and adapted if necessary, but we are also clear that they need to be tried out properly to see if they work before decisions are taken over removal. Neither TfL or the DfT were consulted on LB Wandsworth’s decision to withdraw these measures.
