You asked

In your response to the following EIR: TfL Ref: EIR-0006-2425 You reference the impact that the Streatham Wells LTN was having on local bus services. "Consequently, discussions were held about how the scheme could be amended to reduce these impacts whilst retaining some of the positive benefits for local residents – such as improved air quality on residential roads." Please could you provide any record of the discussions that were held? Any emails, meeting minutes or documents recording those arguments.

Thank you for your requests received by Transport for London (TfL) on 2 July 2024 asking for information about Streatham Wells LTN.

Your requests have been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

Given the extent of the information you are looking for, we are applying Regulation 12(4)(b) as we believe that the request is ‘manifestly unreasonable’ because providing the information you have requested would impose unreasonable costs on us and require an unreasonable diversion of resources.

You have requested ‘…any record of the discussions that were held.. Any emails, meeting minutes or documents recording those arguments...’  In order to answer this we carried out an email search for key members of staff using likely keywords. This resulted in identifying almost 700 emails which would need to be manually reviewed to see if they are relevant to your request, which may not be the entire volume of relevant information held. However, reviewing this would take an excessive amount of staff time and resources, and would not fully answer your request.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns about this issue. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.

We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you have specific questions we will be happy to consider those.
