I would like to make the following freedom of information request. Please publish the independent review of the work undertaken by Network Rail on the Gospel Oak to Barking Electrification Programme, as referred to in paragraph 4.6 of the paper presented to TfL's Programmes and Investment Committee on the 28th June 2017. Please also state why this report was considered under Part 2 of the agenda and not as a paper available for viewing by the public. Finally, if TfL continue to refuse to publish this report please state the exact grounds and legal reasons for such a refusal.

Thank you for your request received by Transport for London (TfL) on 4 August 2017 asking for information about a report.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

However, please note that this information is exempt under s41(1) as it contains information that is provided to us in confidence from a third party and its disclosure would constitute a breach of confidence by that party, by virtue of it being supplied to us under no obligation with no expectation that it would be shared for wider disclosure and the express request that the information should not be shared externally.
