Please publish the independent review of the work undertaken by Network Rail on the Gospel Oak to Barking Electrification Programme, as referred to in paragraph 4.6 of the paper presented to TfL's Programmes and Investment Committee on the 28th June 2017. Please also state why this report was considered under Part 2 of the agenda and not as a paper available for viewing by the public. Finally, if TfL continue to refuse to publish this report please state the exact grounds and legal reasons for such a refusal.
