The Healthy Streets Programme 2019/20 and 2020/21 report ( presented to the Programmes and Investment Committee on July 17th 2019 states on page 158: " • 5.12 In early June 2018, Westminster City Council announced it had taken a unilateral decision to withdraw from the joint project to transform Oxford Street. We have provided technical advice on Westminster‟s alternative plans for a safety project for Oxford Street, and continue to engage for a longer-term area strategy for the surrounding neighbourhoods. • 5.13 With Oxford Street removed from the Programme, the majority of the funding was diverted to accelerating the design and delivery of future cycle routes across London. We have prepared a closedown report, with lessons learned.” The closedown report referenced does not seem to be included in the list of appendices. Please provide an electronic copy.

Thank you for your request received on 11 July 2019 asking for information about the Oxford Street transformation.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Please find the requested report attached.

In accordance with TfL’s obligations under Data Protection legislation some information has been withheld from the attached correspondence, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
