Freedom of Information request - Metroline's operation of route 28 service along Chamberlayne Road, Kensal Rise, London, NW10

Request ID: FOI-1070-2425
Date published: 17 July 2024

You asked

Follow up from 0687-2425 Dear FOI, Thanks for your reply. 1) Do you have the information on the trips made (Northbound and Southbound) for route 28 on the Chamberlayne Road leg? If so, please provide or advise how I need to reframe my question to get this information. 2) If TfL does not determine the bus movements i.e. roads used, who does? Are you saying it is up to the operator to determine which roads their buses use? Nothing to do with TfL including undertaking an assessment on whether such a road is suitable or nor for heavy large diesel double-decker buses? And if it is the operator that determines the roads used, then what happens if the road is deemed unsuitable for such activity by those impacted the most i.e. residents. What recourse do residents have in this instance?

TfL Ref: FOI-1070-2425

Thank you for your follow up request received by us on 1 July 2023, asking for further information about route 28.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

  1. Do you have the information on the trips made (Northbound and Southbound) for route 28 on the Chamberlayne Road leg? If so, please provide or advise how I need to reframe my question to get this information.

Please find attached the number of trips for route 28 (in service only). Each spreadsheet provides 4 weeks of data, one spreadsheet for each direction - pre and post operator change. The data is sorted by trip number and scheduled departure time. Any trips not operated have a comment explaining the reason.

  1. If TfL does not determine the bus movements i.e. roads used, who does? Are you saying it is up to the operator to determine which roads their buses use? Nothing to do with TfL including undertaking an assessment on whether such a road is suitable or nor for heavy large diesel double-decker buses? And if it is the operator that determines the roads used, then what happens if the road is deemed unsuitable for such activity by those impacted the most i.e. residents.  What recourse do residents have in this instance?

We only explicitly stipulate the route itself and curtailment points and they are risk assessed with TfL in attendance. The bus operators risk assess the light running routes and have to share and review these periodically. If the road is within the vehicle width/weight limit and the bus can physically get around, then it’s OK to run.

Please note that Metroline are currently reviewing the light running route that we believe your request relates to.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright.

Yours sincerely
