Good afternoon, I am seeking information about capital projects at TfL stations in Hertfordshire. I am seeking information for the period 2017/18 to 2022/23 (inclusive). I would like a list (in an Excel spreadsheet, email list or other) of all TfL capital projects and the amount which TfL spent on each covering the following assets: 1. Bushey (London Overground) 2. Carpenders Park (London Overground) 3. Cheshunt (London Overground calls) 4. Chorleywood (Met line) 5. Croxley (Met line) 6. Moor Park (Met line) 7. Rickmansworth (Met line) 8. Thank you for your request received by Transport for London (TfL) on 5th July 2023 asking for information about TfL capital projects at Hertfordshire stations.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am seeking information about capital projects at TfL stations in Hertfordshire. I am seeking information for the period 2017/18 to 2022/23 (inclusive).

I can confirm that we hold some of the information you require.

For stations that TfL does not own - i.e. the London Overground stations - TfL is unable to capitalise any expenditure on these stations under accounting rules and therefore the number of TfL Capital Projects is “nil”. You may therefore want to put this aspect of the request directly to Network Rail as the station owner. For the Waltham Cross bus station, we are able to confirm that there have been zero capital projects at this location between 2017/18 to 2022/23.

In terms of the London Underground stations that we own, TfL makes generic provisions at all stations it owns - for example, installing wifi and communications equipment. These projects include work across multiple stations across the network, including those outside of the area defined in your request. It is not possible to separately identify such costs "by station" within the costs limit for responding to FOI cases, as set under section 12 of the Freedom of Information Act. Under section 12, TfL is not obliged to provide information if it would cost more than £450 to determine if that information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. In this instance the exemption applies because the information has not been compiled before and there is no quick or efficient way of doing so. That said, note that we can report that:
 
  1. TfL has incurred expenditure in this timeframe in relation to step free access schemes at Rickmansworth and Croxley stations of c£200k at each location - however these schemes are currently paused. If and when the schemes proceed the past expenditure may be capable of being capitalised.
 
  1. TfL has incurred expenditure in this timeframe in relation to the cancelled “Croxley link”, generally, rather than at the stations listed. Further information on Croxley Line can be found in previous FOI answers published on our website here:
