We answered
Thank you for your letter which we received on 2 July 2019 asking for information about penalty charge notices (PCNs) issued under ULEZ.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:
- How many PCN’s have been issued under ULEZ?
The ULEZ was launched on 8 April 2019. As of 30 June 2019 we had issued 111,614 Penalty Charge Notices (PCNs).
- How many have been successfully challenged and how many failed through rejection or at appeal?
We have received 16,967 representations of which 1,887 have been rejected and 2,468 accepted. The remainder are currently being considered.
A total of 443 appeals have been made to London Tribunals. Two have been withdrawn by the appellant, two have been refused, 41 appeals have been non-contested by TfL and 398 are still being considered.
Please note these figures are subject to change as more representations and appeals are considered.

Regarding your last two questions, unfortunately we do not know what the London/South East conurbation includes so if you could please provide more specific locations we will be able to look into it further.
