FOI request detail

emmissions charges levied for cruise ships

Request ID: FOI-1051-2021

You asked

Thankyou but you may not have understood what I am trying to ascertain. TFL’s mission I take it is to improve air quality for all Londoner’s? So you are saying that you hold no data for the emissions these ocean going cruise liners admit whilst in London? That is the remit of the Authority? I am not interested in the docking charges just what is leveled on these ships to offset the amounts of NOX they produce whilst in London. Like motorcycles they are a form of transport. Can you confirm that you do not hold data and charge such vessels, reference emissions. Thanks in anticipation

We answered

TfL Ref 1051-2021

Thank you for your request received by Transport for London (TfL) on 10 September 2020 asking for data we hold on emissions from ocean going cruise liners whilst moored in the Thames in London and for details of any charges levied by TfL on these cruise liners to offset the amounts of NOX they produce whilst in London.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold some of the information you require.

We do not produce any data ourselves about the emissions of cruise ships specifically, or relating to individual ship emissions. TfL doesn’t have any jurisdiction to impose charges, which is entirely the remit of the Port of London Authority (PLA). The PLA Air Quality strategy is available here: https://www.pla.co.uk/Environment/Air-Quality-and-Green-Tariff/Air-Quality

We have however identified a report which was jointly commissioned by TfL and the PLA which is published on their website: https://www.pla.co.uk/assets/finalplaportwideinventoryoutputsreportv10.2publication.pdf

We also hold a summary for shipping (River) main pollutants - the data is extracted from the London Atmospheric Emissions Inventory (LAEI) which is publicly accessible at the following link: https://data.london.gov.uk/dataset/london-atmospheric-emissions-inventory--laei--2016. Further information on air quality and emissions is also available at: http://www.londonair.org.uk/LondonAir/General/about.aspx

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
