You asked

Which traffic lights are you surveying and with which camera? The dates and times you made live observations at these traffic lights. I would also like to see a copy of your report.

Thank you for your request received by Transport for London (TfL) on 28 July 2022, asking about traffic monitoring at the junction of Victoria Park Road and Mare Street.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

This section of the network is where the Hackney and Tower Hamlets borough boundaries meet. Mare Street does not form part of the Transport for London Road Network (TLRN), but TfL is the authority responsible for all traffic signals in London. 

You asked:

Which traffic lights are you surveying and with which cameras?

We are currently not surveying any set of traffic signals, nor have we. We observed the operation of the area by visiting it in May along with representatives from Hackney and Tower Hamlets and provided them with some traffic flow and bus journey time data for the area (see attached). The TfL network as a whole is monitored, 24 hours a day, 365 days per year from our Network Management Control Centre. We have access to a number of real time cameras which we use to monitor traffic flow in real time - the main camera is at Hackney Road / Mare Street.

The dates and times you made live observations at these traffic lights

We visited the area on 26 May 2021. We also monitored the impact of the Low Traffic Neighbourhoods (LTNs) when they were first implemented and subsequently in response to correspondence from the public and the local councillors.

I would also like to see a copy of your report.

We have discussed options with Tower Hamlets to improve traffic flow at the Mare Street / Cambridge Heath / Hackney Road junction following the implementation of the LTNs but we are limited with what we can achieve due to existing physical layout of the junction, heavy demand on conflicting traffic movements and traffic inputs from those side roads that remain open. These were informal investigations and there is no overarching report of our monitoring.
