Thank you for your e-mail of 27 June 2019 regarding the Crossrail 1 funding envelope.
In my view, TfL's response to this FoI request could and should have provided more information than it has. The 'nominal' funding envelopes must have have been set having regard to actual prices, observed at particular points in time.
The Crossrail 1 benefit cost ratio must have been computed using an estimate of aggregate discounted costs at a particular point in time, and particular price level. There must be some relationship between this point estimate, and the 'nominal costs' which are said to appear in the original and revised funding envelopes.
I would like TfL to consider providing the additional information which it must hold regarding this FoI query (e.g., the 'NERA indices' documents).

Thank you for your email which we received on 8 July 2019 asking for further information about Crossrail funding.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
The funding package for Crossrail was calculated based on “nominal” or “outturn” prices, in that, the funding for Crossrail was calculated based on the expected outturn cost for the project in the years that cost was expected to be incurred. This means that included within the funding package was an allowance for inflation and contingency.
