FOI request detail

Crossrail 1

Request ID: FOI-1043-1920
Date published: 23 July 2019

You asked

F/on from: IRV-127-1819 Thank you for your e-mail of 27 June 2019 regarding the Crossrail 1 funding envelope. In my view, TfL's response to this FoI request could and should have provided more information than it has. The 'nominal' funding envelopes must have have been set having regard to actual prices, observed at particular points in time. The Crossrail 1 benefit cost ratio must have been computed using an estimate of aggregate discounted costs at a particular point in time, and particular price level. There must be some relationship between this point estimate, and the 'nominal costs' which are said to appear in the original and revised funding envelopes. I would like TfL to consider providing the additional information which it must hold regarding this FoI query (e.g., the 'NERA indices' documents).

TfL Ref: FOI-1043-1920

Thank you for your email which we received on 8 July 2019 asking for further information about Crossrail funding.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require.

The funding package for Crossrail was calculated based on “nominal” or “outturn” prices, in that, the funding for Crossrail was calculated based on the expected outturn cost for the project in the years that cost was expected to be incurred. This means that included within the funding package was an allowance for inflation and contingency.

If this is not the information you are looking for, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely

I understand the funding envelope for Crossrail 1 has been increased to £17.8 billion.

However, it is not clear whether Crossrail expenditures are presented in terms of year-2018 prices, or in terms of some other year.

Q1. I wondered if you could clarify the basis of the Crossrail costings, and provide details of the estimated expenditures in year-2018 prices, if they do not use a year-2018 basis.
