Thank you for your request received on 8 July 2019 asking for information about the Ultra Low Emission Zone (ULEZ)
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
 
1.       How many non-compliant vehicles (all types) have paid the ultra-low emission zone charge between 8th April and 8th July 2019?
 
304,633 .
 
2.       How many non-compliant cars / vans / HGVs / buses have paid the ultra-low emission zone charge between 8th April and 8th July 2019?
 
For the purposes of managing the Ultra Low Emission Zone, we do not record the specific vehicle type when a charge payment is made.
 
However the ULEZ charge is payable at two rates:
 
£12.50 for most vehicle types, including cars, motorcycles and vans (up to and including 3.5 tonnes) – We have received charge payments for 295826 different vehicles at this rate.
 
£100 for heavier vehicles, including lorries (over 3.5 tonnes) and buses/coaches (over 5 tonnes) – We have received charge payments for 8807 different vehicles at this rate
 
These are payments for unique vehicle registrations and not total charge payments.
 
3.       How many vehicles that drove into the ULEZ were exempt from paying between 8th April and 8th July 2019??
 
We do not hold this information as the exemption exclusions are applied before the ULEZ data is passed into our system for processing
 
4.       How much revenue income has TfL made from the ULEZ charge between 8th April and 8th July 2019?
 
We have received £20,243,588 from ULEZ charge payments made between 8 April and 8 July 2019.
 
5.       How many Penalty Charge Notices (PCNs) have been issued to vehicle owners for non-payment of the ultra-low emission zone charge? Please break this data down by each month.
 
As the scheme was new, between 8 April and 10 May we issued warning notices rather than PCNs. The table below details the number of penalties issued between 11 May and 8 July 2019

6.       Please state the level of income received by TfL from PCNs for non-payment of the ULEZ between 8th April and 8th July 2019.
 
We have received £6,217,710 from ULEZ PCN payments between 8 April and 8 July 2019.
 
7.       Approximately what proportion of vehicles entering the ULEZ since the 8th April and 8th July have been ULEZ standard compliant and what proportion have been non-compliant?
 
Compliant                  75%
Non-Compliant         25%
 
8.       Please confirm if the average daily levels of NOx emissions from vehicles between 8th April and 8th July 2019 has decreased when compared to the average daily levels of NOx emissions from vehicles between 8th January and 8th April and if so by how much? If it is not possible to show average daily emissions from vehicles, then please state simply average daily emissions levels for London.
 
We have not yet carried out the full analysis of the impacts of ULEZ and plan to do so in the coming months as we collect further data. We have produced a one month report on ULEZ and this can be found on the GLA website:
