I would like to know what discussions / meetings have taken place between TfL and the Royal Borough of Kingston regarding the junction of the A3 and Fullers Way North, Surbiton / Tolworth. I would like to see meeting minutes and email correspondence about this junction spanning the last five years.

Thank you for your request received by Transport for London (TfL) on 24th July 2022 asking for information about the A3 and Fullers Way North junction.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I would like to know what discussions / meetings have taken place between TfL and the Royal Borough of Kingston regarding the junction of the A3 and Fullers Way North, Surbiton / Tolworth. I would like to see meeting minutes and email correspondence about this junction spanning the last five years.”

I can confirm that we hold the information you require. We have been able to conduct a search for material covering the period February 2021 (when the current Principal Sponsor for this area joined TfL) to the current date. That colleague has stated that there is unlikely to be any relevant material from before that date. In order to search prior to February 2021 for the full five-year scope of your request would require us to run automated, speculative searches of the email accounts and other folders of employees who are no longer with the organisation, and to then review each item found to see whether it meets the terms of your request. We do not believe that this is possible within the £450 costs limit for responding to FOI cases, as set under section 12 of the Freedom of Information Act.

The attached documents are the email correspondence that is held since February 2021. Note that a number of redactions have been made to the material under section 40(2) of the Freedom of Information Act, the exemption that protects against the unfair release of personal data. Redactions have been made to the direct contact details of TfL staff, and to the names and direct contact details of local authority staff.

Note that in addition to the attached email correspondence we met with Kingston on 3rd May 2022 to discuss design options for the area, some of which involved the A3/Fullers Way North junction. The meeting was not minuted but is referenced in the email dated 13th May 2022, which was sent following the meeting.
