You asked

You mention in your email that TfL has traffic count sensors to monitor the impact of CS9. Please can you provide copies of all data received from those sensors? In addition, please can you provide copies of any internal emails or presentations that have been made about the performance of CS9, based on information from those sensors. Please can you provide copies of any internal emails or presentations that have been made about the performance of CS9, prior to the installation of those sensors, which make reference to those sensors. Whilst I understand you may not have much technology to count cycle traffic on or close to Hammersmith gyratory, please can you provide traffic data for traffic on each of the approach roads to Hammersmith gyratory, as close to the gyratory as you have it, from 1st April 2019 until now and also any cycle usage information of the temporary cycle lane on Hammersmith gyratory since the temporary lane was installed until now. With regard to the three questions I asked… 1. Why the temporary cycle lane was not mentioned as a cause of increased bus journey times 2. Why there was no acknowledgement of the reduced traffic volumes in the analysis 3. Who was responsible for a) drawing up and b) approving the presentation sent to me You have provided a dubious answer to question 1 and no answer to question 2 and no answer to question 3. The answer to 1 is dubious because you reference roadworks, bus lane removal and signal timing. If they merit mention why not something as congesting and disruptive as the installation of a temporary cycle lane?! Please will you now respond to this point and provide answers to questions 2 and 3.

Thank you for your request received by Transport for London (TfL) on 7 August 2021, asking for more information about CS9 at Hammersmith Gyratory.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

You mention in your email that TfL has traffic count sensors to monitor the impact of CS9. Please can you provide copies of all data received from those sensors?

The sensors which have been put in place by TfL to monitor the impact of CS9 at Hammersmith Gyratory are the 2 sensors mentioned in the previous response. These are the digital camera sensor at King’s Street (installed 12th April 2021) and Fulham Place Rd (installed 22nd March 2021). Data for these sensors was supplied as part of that response. We supplied all of the relevant data we holds.

In addition, please can you provide copies of any internal emails or presentations that have been made about the performance of CS9, based on information from those sensors.

There has been no correspondence on the data related to these specific sensors or further presentations on the performance of CS9 in relation to the Hammersmith Gyratory subsequent to the presentation of which you are already in receipt of.

There has been no further presentations compiled in relation to the performance impact of CS9 at Hammersmith Gyratory post the presentation on bus performance that has already been supplied in previous versions of your request.

Whilst I understand you may not have much technology to count cycle traffic on or close to Hammersmith gyratory, please can you provide traffic data for traffic on each of the approach roads to Hammersmith gyratory, as close to the gyratory as you have it, from 1st April 2019 until now and also any cycle usage information of the temporary cycle lane on Hammersmith gyratory since the temporary lane was installed until now.

Please refer to the answer to the first question. As per the previous response TfL is not the highway authority responsible for the roads that approach Hammersmith Gyratory. You will need to contact the responsible highway authority which is Hammersmith and Fulham council for any data that relates to the approach roads at Hammersmith Gyratory.

1. Why the temporary cycle lane was not mentioned as a cause of increased bus journey times

The whole presentation with respect to bus journey times is assessing the impact of the CS9 – temporary cycle lane. Any comments made with reference to roadworks, and bus lane removal are co-incidental mitigating factors, that should additionally be accounted for in any interpretation of the bus journey time data.

2. Why there was no acknowledgement of the reduced traffic volumes in the analysis

The presentation was an assessment of the impact of the scheme on bus journey times. As explained in the previous answer traffic demand and available capacity are linked in complex ways and a mechanism to identify the contribution of each to their impact on bus or general traffic journey times or excess traffic journey time (delay) from the historic data is not available or known. It is expected that the contribution of the removal of capacity caused by the temporary cycle lane will be to a large extent counterbalanced by reduced demand by traffic. One way of assessing this is to look at the balance of these impacts on journey times of buses that traverse the Gyratory, hence the prior presentation provided. If the scheme is working well and the CS9 scheme has successfully balanced the impact caused by the removal of lane capacity, with the reduction in traffic, we would expect the bus journey times not to rise following the implementation of the scheme.  

3. Who was responsible for a) drawing up and b) approving the presentation sent to me

The presentation sent to you was an internal working document, compiled by a number of members of the Network Performance team within the Network Management Directorate at TfL.
