Please find my request below, which relates to the organisation’s contract relating to their energy management system. Not all organisations have energy management system and if the organisation does not have one please ignore the contractual part of my request (1-6) and concentrate on questions 7-12. The energy management system is software that monitors usage through various meter points (Meter Point Administration Number). https://www.youtube.com/watch?v=9igXz2jmHvc. Please google for more clarification. Here special gas means medical gas. 1. The supplier who provides the software to the organisation? 2. The cost associated with the software. Please provide me with the annual spend. 3. What is the brand of the software? 4. What is the duration of the contract? 5. When does this contract expires? 6. When does the organisation plan to review this contract? 7. Can you please provide me with the contract description of the services provided under the agreement with the supplier? This also includes potential extensions and support and maintenance services. 8. What is the organisation’s annual energy spend for the following: a. Electricity b. Gas c. Water 9. What is the total number of meter points for Electricity for: a. Non Half Hourly (NHH) meter points b. Half Hourly (HH) meter points 10. What is the total number of Gas meter points? 11. What is the total number of Water meter points? 12. What is the total number of meter points for specialist gases and liquids? 13. Can you please provide me with the contact details of the key person responsible for this contract or around energy management. 14. Thank you for your clarified request received by Transport for London (TfL) on 9 July 2018 asking for information about energy management.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

1. The supplier who provides the software to the organisation? The supplier is SystemsLink2000.

2. The cost associated with the software. Please provide me with the annual spend. The license fee is circa £7k.

3. What is the brand of the software? The software brand is SystemsLink: Energy Manager

4. What is the duration of the contract? The duration of the contract is 3years + 1 +1.

5. When does this contract expires? The contract expires in April 2019.

6. When does the organisation plan to review this contract? We have been using the software since 2011 including a re-procurement in 2016. The cost to change the software far outweigh any benefits of changing.

7. Can you please provide me with the contract description of the services provided under the agreement with the supplier? This also includes potential extensions and support and maintenance services. EMPlus Maintenance & Support; Software (Licence and support including AMR data collection interface service and Tenant Billing module) Covers unlimited User IDs and unlimited concurrent users.

8. What is the organisation’s annual energy spend for the following:

a. Electricity- Forecast for TFL for 2018/19 is £158M.

b. Gas- Forecast for TFL for 2018/19 is £2.1M.

c. Water- Forecast for TFL for 2018/19 is £2.0M.

9. What is the total number of meter points for Electricity for:

a. Non Half Hourly (NHH) meter points - 733 for TFL as a whole.

b. Half Hourly (HH) meter points - 528 for TFL as a whole.

10. What is the total number of Gas meter points? 172 for TFL as a whole.

11. What is the total number of Water meter points? 614 for TFL as a whole.

12. What is the total number of meter points for specialist gases and liquids? We do not have meter points for specialist gases and liquids.

13. Can you please provide me with the contact details of the key person responsible for this contract or around energy management. Please note that in accordance with TfL’s obligations under Data Protection legislation personal data is not being disclosed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

14. Can you please send me the organisations’ energy management strategy/plan that covers 2018? We do not have an overall TfL energy management plan/strategy for 2018.
