Thank you for your request received by Transport for London (TfL) on 6 July 2018 asking for information about severance pay.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.  You asked:

How many senior managers have been given severance payments in the last 6 months and the total paid out?

As part of our continuing Transformation Programme, we are merging functions and reducing management layers, which is enabling net savings of more than £500m over the course of our five-year Business Plan, with recurring savings every year thereafter. This proactive management of cost is helping us turn an operating deficit into a surplus over this period.

In the 6 months from the beginning of February 2018 to the end of July 2018, 35 senior managers (Band 5 and Director) have left TfL through its Transformation Programme, with severance payments totalling £3,667k. The departure of these staff members will contribute towards overall staff savings of £111m a year by 2021/22 as part of TfL’s organisational review. Severance terms are governed by TfL’s Restructuring and Staff Reductions Policy (RSRP).

How many were voluntary and how many enforced?

Of these people, 14 took early voluntary severance and 21 took voluntary severance after going through a selection and assessment process.

We do not have a severance policy per se. As aforementioned, severance terms are governed by RSRP.

Were any discretionary top up payments made?

We are unclear as to what is meant by ‘discretionary top up payments’. Please see our response to question 1 for the expenditure to date.

Was the TfL audit committee involved?

The TfL Audit Committee was not involved. Severance terms are governed by the RSRP.

How many more payments are in the pipeline?

We do not hold this information as any future severance payments would only arise following organisational change which has been subject to formal consultation with our recognised trades unions.
