You asked

How many times in the last 10years has the bollard/ cast iron bell, situated on the corner of Sheen Lane and Upper Richmond Road in East Sheen at the traffic lights been damaged or replaced, And the cause of this damage. Also how often has the kerb/pavement at this same point been damaged/repaired The bollard is situated at the North East side of the junction of the A206 and B351 outside Hamptons estate agents.

Thank you for your request received by Transport for London (TfL) on 6 September 2020 asking for information about the damage caused to the cast iron bell / bollard and also the kerb / pavement near the traffic lights at the junction of Upper Richmond Road and Sheen Lane over the last ten years.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

Please find attached a defect report for Upper Richmond Road from 01/09/2010 to 07/09/2020 that shows all logged defects for the area you’ve asked about.  The report shows the date of the defect and the action taken where it is held. Please note however that the report contents have been extracted for a fixed section of Upper Richmond Road eastbound that includes the junction of Sheen Lane where a defect has been identified. We have tried to highlight the defects referring to the bollard, however because of the way the location data is recorded the kerb / pavement items may be more difficult to identify.  We do not hold information on the cause of the damage.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

The impact of current circumstances on TfL’s resources means we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.
