Please provide answers to the following questions so I can get more clarity on this unfair penalty charge notice which I have been issued with: 1) When did Cardigan Street become part of the Congestion Charge zone 2) Where are the advance warning signs which allow motorists to take another route instead of entering Cardigan Street.3) How long do you intend to leave the temporary changes relating to the extended hours of operation in force for. I would also like to make a freedom of information request for the following: How many penalty charge notices have TFL issued for contravention of the penalty Charge on Cardigan Street for period before Monday 22 June 2020 How many penalty charge notices have TFL issued for contravention of the penalty Charge on Cardigan Street for the period from Monday 22 June 2020 to date. How many of these penalty charge notices have been issued during the extended hours of operation Where does the funds collected from penalty charge notices get allocated

Thank you for your request received by Transport for London (TfL) on 3 August 2021 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

1) When did Cardigan Street become part of the Congestion Charge zone
This road has been a part of the scheme since it began in February 2003.

2) Where are the advance warning signs which allow motorists to take another route instead of entering Cardigan Street.
There is extensive signage on the approach to the Congestion Charging zone. In order for us to say which sign you passed we would need to know the route which you took to enter the zone.

3) How long do you intend to leave the temporary changes relating to the extended hours of operation in force for.
The Mayor has always been clear that the temporary changes to the Congestion Charge would be reviewed to ensure a strong economic recovery in London and one that is environmentally sustainable and fair to all.  A consultation seeking views on the future operation of the Congestion Charge was opened by TfL on 28 July 2021. Views on all of the proposals are being invited at haveyoursay.tfl.gov.uk/congestion-charge-changes?cid=ccyourview.  The consultation will close on 6 October 2021.  

How many penalty charge notices have TFL issued for contravention of the penalty Charge on Cardigan Street for period before Monday 22 June 2020
From 1 January 2020 to 22 June 2020 we issued 174 Penalty Charge Notices (PCNs) at this location.

How many penalty charge notices have TFL issued for contravention of the penalty Charge on Cardigan Street for the period from Monday 22 June 2020 to date.
From 22 June 2020 to 18 August 2021 we have issued 965 PCNs at this location.

How many of these penalty charge notices have been issued during the extended hours of operation
264 of these PCNs were issued during the extended hours period. i.e. Between 18:00 and 22:00 Monday to Friday and between 07:00 and 22:00 on Saturday and Sunday.

Where does the funds collected from penalty charge notices get allocated
All money received goes back into improving transport in London in accordance with the Mayors Transport Strategy.
