Please provide the following for the period from May 2018 to the current month:
- Month by month total showing number of vehicles entering congestion charging zone, including those requiring a charge to be paid, either through online payment or penalty charge notice (please indicate where possible).

Thank you for your request received on 1 September 2020 asking for information about vehicles entering the Congestion Charge Zone.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
Please find attached the requested information showing the number of unique Congestion Charging (CC) vehicle captured. This is broken down by charge payers (CC valid charge volumes), and contraveners (CC penalty charge notices (PCNs) issued).
Notes:
• Not all vehicles are required to pay the charge as some are exempt or registered for a 100% discount.
• This is vehicles captured during charging hours and numbers will have increased since the charging hours were extended earlier this year. We issued warning letters in place of PCNs for the first two weekends after the changes were implemented.
• If a vehicle is captured multiple times in a month, it will be counted multiple times in these figures. So, the “Total Monthly Unique Vehicles” captured is the sum of the “Daily Unique Vehicles” captured in the month.
• Due to ULEZ go live and a number of external factors including the climate protests & Easter holidays, data is based on stable dates in Apr 2019 only (25-26th & 29-30th Apr)
• Figures for March-May 2020 are effected by the suspension of Road User Charging Schemes between 23rd March 2020 and 17th May 2020
