Our Ref: FOI-0930-2021
Thank you for your request received on 28 August 2020 asking for information about traffic signals in the London Borough of Wandsworth.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

In the two months prior to 28 August 2020 timing changes have been made at the sites shown in the attached spreadsheet. The green times at the majority of these sites optimise in response to traffic demand. This means that green times are not fixed and will vary throughout the day. As a result the retiming changes (seconds) are a range and we have provided upper and lower values for these ranges to reflect what has been happening at these sites throughout the day.
The retiming of these signals represent a change in the cycle time. This is the time taken for all signals to be shown as green at least once.
Detail for A) the whole A24 Balham project:
This is a London Streetspace Plan (LSP) scheme to improve cycling infrastructure in that area. The majority of the work is now complete, and we will be visiting the area to ensure that the timings are robust and fairly balancing the demands at each junction.
Below are the changes made to the signals in that area in the months of July and August 2020:
• Tooting High Street between Tooting Broadway station junction and Lynwood Road (and all signals in-between)
o No changes made to the signal timings
• Upper Tooting Road between Beechcroft Road and Tooting Bec Station
o 25 August 2020
? The maximum cycle time of the signals (the time taken for all signals to be shown as green at least once) increased in the morning, evening and inter peak periods of the day to offset the vehicular capacity loss as a result of the implementation of the LSP scheme
• Balham High Road between Tooting Bec Station and Bedford Road (and all signals in-between)
o No changes made to the signal timings
Detail for B) Trinity road / Bellevue road sw17 junction
The cycle time was reduced at this site in the months of July and August 2020. This change was made in response to reduced flow that was on the network at this time and to minimise the length of time that pedestrians had to wait to cross the road.
