You asked

I would be obliged if you supply me with a comprehensive list (& total) of contraventions that would deem a taxi non compliant, when inspected by a TFL compliance officer (please include the various items such as the numerous stickers, c/c machine, printer etc) Similarly could supply me the same list and amounts for compliance officer checks of a PHV

We answered

TfL Ref: FOI-0921-1718

Thank you for your email clarification received on 24 July 2017 asking for information regarding our vehicle compliance checks.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we hold the information you require. You asked:

When a TfL compliance officer stops/inspects/checks a phv there would be certain items (that if found defective would be a contravention) i.e. Tyres, head lamps, ID roundels etc, obviously a C/O would not have the ability to check a vehicles emissions etc, that C/O would presumably be provided with a list when training, can you provide me with that list & the amount of items on that list

Similarly, when a C/O checks/inspects a taxi he would be instructed on what to check, obviously this list would different to a phv as the C/O can check (for example) a fixed credit card machine or the numerous stickers that have to be displayed, Can you supply with the list of items (and the amount of items on that list) that a C/O could possibly check on an on street inspection.

When conducting on-street compliance checks our officers refer to the Taxi and Private Hire Inspection Manual. This information is available on our  website using the following link: http://content.tfl.gov.uk/vehicle-licence-inspection-manual.pdf). It  clearly sets out the required standard for licensed taxi and private hire vehicles.

If any defects are found during the licence period, the registered keeper (vehicle owner) will be issued with a notice stating that the vehicle in question is no longer considered as fit for use, prohibiting the vehicle from being used as a taxi or private hire vehicle until such time as the defect has been rectified.

Please note that in accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
