Outside 196 -198 Mulgrave Road - Pavement/Road Works

You asked
Dear Sutton Council,
I recently travelled along Mulgrave Road towards Cheam and noted what for me was unusual pavement/road works. No signage on works vans, no water leak/gas/communications companies present either. I stopped and spoke with the team on site working within the fenced off boundary.
I asked what kind of “Construction/Demolition” are they doing as suggested on the lamp post? They laughed. One commented that he wasn’t clear; this I find unusually odd. A copy of the parking suspension is below.
Would you therefore kindly answer the following questions set out below?
1. What contractor was under-taking this work?
2. What was the cost of “Construction/Demolition?”
3. What was the exact purpose of said work? (I do not mean dig a hole and fill it in again!)
4. Once “Construction/Demolition” has been completed – what is being placed at that location or close by to the works undertaken?
5. Has this work been authorised by the London Borough of Sutton or Transport for London (TfL)?
6. If TfL what is their intention as at this time Sutton Council have objected to TfL infrastructure being installed on its roads?
7. Please attach a copy of the Authority that granted/gave permission for these works to proceed.
8. Please supply the name of the person in Sutton Council / TfL that signed the documents authorising the above works.
Kindly supply me with full FOI details

Thank you for your request received by Transport for London (TfL) on 23 June 2023 asking for information about works on Mulgrave Road.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
UnfortunateIy, we do not hold the information you require. We believe the works you refer to were authorised by the London Borough of Sutton. (as the signage in your photograph suggests). I note your request was addressed to LB Sutton, so assume you have also sent it to them, and hope they were able to assist you further.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
