TfL Ref: FOI-0911-2324
Thank you for your request which we received on 23 June 2023, asking about buses exceeding 20mph limit.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You specifically asked:
Under FOI, how many buses from the start of April 2023 have exceeded/caught traveling over the 20mph limit?
We are working to eliminate the possibility of buses being able to exceed the 20mph speed limit through the introduction of our Intelligent Speed Assistance (ISA) technology. ISA limits vehicles to the posted speed limit and is required on all new buses entering the London bus fleet, currently around one in four of the fleet is fitted with this technology. As older vehicles make way to new buses, this will increasingly become a standard feature on a growing proportion of the fleet.
Unfortunately, to collate this information is an analytical exercise where the data has to be extracted for each vehicle. Currently, due to the limitations of our Speed Compliance Tool where the data is held, it would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004 to provide this information for all buses.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to retrieve, collate and analyse this information would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example, you might consider limiting your request to a specific route/s, street or area.
Please note that we will not be taking further action until we receive your revised request.
In the meantime, if you have any queries or would like to discuss your request, please do not hesitate to contact me.
If you are not satisfied with this response please see the attached information.
Yours sincerely
