You asked

Could you please provide the plans for the design of Temporary Traffic Management for planned closures of the Fore Street Tunnel on the A406 Sterling Way/Angel Road as follows: 1) Eastbound only closure; 2) Westbound only closure; and 3) Full closure (if different to simply combining both of the above). Could you also provide details of whether these designs have been checked for compliance with Chapter 8 of the Traffic Signs Manual, and any derogations that have been granted if non-compliance has been found.

Thank you for your request received by Transport for London (TfL) on 15 July 2022, asking about temporary traffic management for closures of the Fore Street Tunnel on the A406 Sterling Way/Angel Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

Could you please provide the plans for the design of Temporary Traffic Management for planned closures of the Fore Street Tunnel on the A406 Sterling Way/Angel Road as follows:

1) Eastbound only closure;
2) Westbound only closure; and
3) Full closure (if different to simply combining both of the above).

Please see the attached traffic management drawings which were utilised for maintenance purposes. The tunnel is a structure and therefore maintenance and inspection Traffic Regulation Order (TRO) is sufficient.

Could you also provide details of whether these designs have been checked for compliance with Chapter 8 of the Traffic Signs Manual, and any derogations that have been granted if non-compliance has been found.

Compliance checking is undertaken by the Principal Contractor Kier Highways. However TfL specifies within contractual obligations registration and competency compliance to the National Highway Sector Scheme 12 and all other associated schemes including the use of accredited Traffic Safety and Control Officers. Signage then in return relates to the specification for Highway works and the respective Traffic Signs Manual.
