Dear TFL I would like to make a Freedom of Information Request to ask the following please: • How many fines have been issued to black cab drivers and drivers of licensed minicabs since June 2020 for not wearing a mask whilst in their vehicle?Please provide the total number over all. Please provide a separate figure for the number of fines for black cab drivers and include how much the fines totalled. Please provide a separate figure for the number of fines for licensed minicab drivers and include how much the fines totalled. • How many cautions have been issued to black cab drivers and drivers of licensed minicabs since June 2020? Please provide the total number over all. Please provide a separate figure for the number of cautions for black cab drivers. Please provide a separate figure for the number of cautions for licensed minicab drivers.

Thank you for your request received by Transport for London (TfL) on 25 August 2020 asking for information about the number of fines and cautions that have been issued to black cab drivers and drivers of licensed minicabs since June 2020.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 

We do not hold the information you have requested as the Health Protection Regulations (Coronavirus wearing of face coverings on public transport England) 2020 does not make any provision for issuing penalties or fines to taxi and private hire drivers who do not wear a face covering while they work. TfL has issued notices to all drivers advising them to wear a face covering at all times when in a licensed vehicle. Our compliance officers are offering guidance and reporting drivers found not to be wearing a face covering. Drivers found not to be wearing a face covering may face licensing action.

Please note that the impact of current circumstances on TfL’s resources means we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.
