Thank you for your request received on 14 July 2022 asking for information about meetings between our Taxi and Private Hire team and external organisations.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act our information access policy. I can confirm we do hold some of the information you require. You asked for:

TfL policy for the treatment of Taxi and PH drivers convicted of driving offences. 

1)         Dates of external meetings held between 1 September 2021 and 23 December 2021
2)         Names of attendees and bodies represented by the named attendees
3)         Copies of minutes taken at the meetings or summary reports of the meetings

The review of the convictions guidelines within our Taxi and PHV Driver Policy (https://content.tfl.gov.uk/tph-driver-policy.pdf) began in 2018.

The Department for Transport (DfT) issued Statutory Taxi & Private Hire Vehicle Standards (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/928583/statutory-taxi-and-private-hire-vehicle-standards-english.pdf) in July 2020 to assist local authorities that have responsibility for the regulation of this sector. The DfT Statutory Standards were subject to a full public consultation that TPH stakeholders were encouraged to respond to.

The DfT Statutory Standards contained clear guidance regarding motoring offences – resulting in some of the changes we made to our Taxi and PHV Driver Policy.

As part of our ongoing engagement with the taxi and private hire trades, which has included meetings at least at fortnightly intervals since early 2020 we frequently discussed the DfT Statutory Standards with TPH stakeholders, and specifically discussed the Taxi and PHV Driver Policy (and Vehicle Policy) with TPH stakeholders at our fortnightly meeting on 22 December 2021 and 2 February 2022, and emailed stakeholders following the meetings providing links to the policy documents, including those stakeholders who did not attend the meetings. For your information I have included two email updates which were sent to all TPH stakeholders invited to the meetings whether they attended or not.

Representatives of the following organisations were invited to attend the meetings:

•           The Private Hire Board
•           Chauffeur and Executive Committee
•           UCG
•           RMT Taxi Branch

No further information has been identified regarding confirmation of the individual representatives who attended the meetings or additional meeting notes/minutes.
