You asked

Can you tell me about the magnitude of the emission reduction that you are expecting for an average Merton resident? I work in climate science and think that it would be minimal. Please confirm. Also, you don't seem to care about the costs borne to people like myself on jobseekers allowance. I receive £77pw but estimate using my 12 year old diesel car 6 days a week will cost me about £12,000 over 3 years. I can only assume that this will create debt, debt problems and likely illness. The value of my car has fallen about 30% due to your plans. The scrappage scheme is irrelevant given my car is worth about £8,000. Nowhere do you mention your costs of expanding the scheme. Nowhere due you mention improvements to your payments app and customer service. Check out the ULEZ app reviews, they are appalling and not fit for purpose. Please check app store reviews. The customer service is considered similar. If you try to cover a significantly larger coverage area, your customer service requirements are going to expand exponentially. You say that 91% of cars won’t be affected. So that means a huge amount of expense and costs to Lenders and to low income workers like myself with little compelling evidence of the benefits. A 9% reduction in emitting cars driving around Merton won’t make much difference to average emission levels spread over the regions. Please provide the detailed cost-benefit analysis used.
