The following request for information relates to the Surface Transport Infrastructure Construction Framework award published on 12th August 2021 under Notice reference: 2021/S 000-019552. Can the authority please provide the following information. 1- Value of Works undertaken to date by Financial year for each of the appointed suppliers 2 - Value of Works undertaken to date by Financial year for each Works Level (Level 0, 1 and 2) 3 - If available available the Value of Works undertaken to date by Financial year by CPV code and by each Works Level (Level 0, 1 and 2) Can the authority also confirm A - if the Framework has been extended to the maximum term of March 2027 B - The planned/indicative timeline for any early market engagement and associated tender timelines for any replacement of the framework

Thank you for your request which we received on 18 June 2024, asking for information about the Surface Transport Infrastructure Construction (STIC) framework.

 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:

 

  1. Value of Works undertaken to date by financial year for each of the appointed suppliers

 

The estimated total value of the works is published in the contract award notification, at this link: Surface Transport Infrastructure Construction Framework - Find a Tender (find-tender.service.gov.uk)

 

The volume of work undertaken by each individual supplier is commercially sensitive. In this instance the section 43(2) exemption has been applied to this information as disclosure would be likely to prejudice the commercial interests of the suppliers. Prejudice would be likely to occur when these companies compete for tendering opportunities in the future, as their competitive edge would inevitably be prejudiced by disclosure of a detailed breakdown of their prices.

 

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities but in this instance the public interest in ensuring that TfL is able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.

We don’t analyse spend via CPV codes and therefore do not hold this information. 

 

Can the authority also confirm

 

A - if the Framework has been extended to the maximum term of March 2027 B - The planned/indicative timeline for any early market engagement and associated tender timelines for any replacement of the framework.

 

We are likely to start developing the next iteration of the STIC in early 2025. Market engagement is likely to start in spring 2025.
