Thank you for your request received by Transport for London (TfL) on 18 June 2024 asking for information about stations heritage, maintenance and accessibility (Upminster Bridge to Upney).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
Details of heritage assets at these stations
Heritage Assessments were carried out in 2017 for all stations listed and our Corporate Archives hold copies in their Digital Archive. These were created as internal working documents not intended for publication and contain some images and or diagrams to aid comprehension which are not our copyright or intellectual property. We are therefore unable to release unredacted copies under the Freedom of Information Act, however, you are welcome to visit the Archives in person at 5 Endeavour Square to access them. The Archives also have copies of the 1993 audits for each station (excluding Dagenham Heathway) which you could also request to see if these are of interest.

2. Details of significant maintenance and upgrade works that have taken place over the last 25 years at these stations The most significant works affecting these stations were the renovation projects implemented by Metronet Rail SSL under the Public-Private Partnership during the period 2004-09. These works comprised general redecoration and repair, along with improved security and information systems. The years when these projects were completed are as follows: Becontree (2006), Dagenham East (2006), Dagenham Heathway (2006) and Elm Park (2008). Upney and Hornchurch were not upgraded because of the collapse of Metronet Rail SSL. No record has been found of the exact year of completion for Upminster Bridge. In addition, please see the details of the condition and previous maintenance of various assets on these stations in the attached spreadsheet. 3. Details of planned, proposed and required maintenance and upgrade works at these stations including but not limited to building assets that are at risk of rot, rust or other hazard We have no records of any planned maintenance or upgrade at these stations. However, Dagenham Heathway is a station we have initiated a project to address a number of faults (including Service Affecting Failures - SAFs) across a variety of asset areas in recent years since the assets are out of a State of Good Repair (SoGR). But it has not been prioritised for spending this year over other Built Environment assets. Some funds are allocated for starting the project next financial year but given the financial constraints, this might not happen. 4. Plans and proposals for step-free access at these stations and progress made to achieving step-free access Three of these stations (Dagenham Heathway, Elm Park and Upney) are already step-free and therefore no further works are proposed. We do not have any confirmed plans to implement schemes to make the other four stations step-free but are currently undertaking a prioritisation exercise to determine which sites to progress, the results of which will be made public later this year. 5. Information regarding waiting rooms and toilets of these stations including but not limited to opening hours and periods of extended closure The location and type of public toilets may be found here: Toilet map for TfL Tube and rail services. In summary, the facilities at the seven stations are as follows: Upminster Bridge (male, female); Hornchurch (male, female); Elm Park (male, female, baby changing, accessible); Dagenham East (male, female); Dagenham Heathway (male, female, accessible); Becontree (male, female, baby changing); and Upney (male, female). The Area Manager responsible for these stations reports that all the toilets are closed for foreseeable future due to their persistent misuse.
