Thank you for your request received on 28 July 2021 asking for information about our highway maintenance contracts.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

TfL’s London Highways Alliance Contracts (LoHAC) which delivered highway maintenance and capital works across the TfL Road Network (TLRN) expired on 31 March 2021.

You asked for:

•           Service Description

TfL has subsequently established three single supplier frameworks for the delivery of highway maintenance, capital renewals and enhancements and associated works and services for across London for use by TfL and other contracting authorities. Each framework represents different geographic areas as its “core area” across London.

•           Contract Reference Number

•           Contractors

•           Ringway Infrastructure Services has been appointed to the Central “core area” of London,
•           Joint Venture between Tarmac and Kier Highways has been appointed to the North “core area” of London
•           FM Conway has been appointed to the South “core area” of London.

•           Start date

The frameworks commenced on 1 April 2021.

•           Duration and possible extension periods:

The frameworks are for an initial term of eight years and TfL may extend the frameworks beyond the initial term of eight years for up to four years at its discretion. The end date is 31 March 2029 however this may be extended up to 31 March 2033.

•           Annual or total (please specify) contract value:

The total value of the procurement (excluding VAT) is £1.423bn. This comprises £551m for the Central “core area”, £501m for the North “core area”, and £371m for the South “core area”.
